         அந்த வகையில் அதிக மன அழுத்தம், நெருக்கடிக்குஉள்ளாகும் துறையினர் காவல்துறை, சிறைத்துறை, தீயணைப்புதுறையினர். அதில் சிறைத்துறையினருக்கு தற்போது புதியமுயற்சியாக காவலர்களுக்கான இடமாறுதல் ஆசிரியர்களுக்கானகலந்தாய்வு இடமாறுதல் போல் நடத்தப்பட்டுள்ளது. இதனால் ஒருபைசா லஞ்சம் கொடுக்காமலே சொந்த மாவட்டத்தில் அல்லதுஅருகில் உள்ள மாவட்டங்களில் விரும்பிய இடம் பெரும்பாலானகாவலர்களுக்கு கிடைத்துள்ளது.

இலஞ்சம், ஊழல், அதிகார முறைகேடுகளைத் தோலுரித்து மக்களுக்குத் தெரியப்படுத்தும் ஊடகத்தினர், சிறைத்துறையில் ஏற்பட்டிருக்கும் இச்சீர்திருத்தம் குறித்து விரிவாக விசாரித்து மக்களுக்கு தெரியப்படுத்த வேண்டும்.

ஊழலை அம்பலப்படுத்த வேண்டியது எவ்வளவு முக்கியமோ, அதே அளவுக்கு அரசு நிர்வாகத்தில் கொண்டுவரப்படும் மாற்றங்களை/சீர்திருத்தங்களை பாராட்டி, வரவேற்க வேண்டியது அவசியம் என்பதன் அடிப்படையிலேயே இப் பத்திரிக்கைச் செய்தியினை வெளியிடுகிறோம்.

Over 3000 Syrian war refugees have found trauma relief and resilience through a series of workshops in refugee camps in Jordan and Lebanon, and internally displaced Syrians in Tartous, Damscus and Suweyda. The workshops include breathing techniques along with holistic psycho-social engagements to help war survivors deal with post traumatic stress. 

"Participants have not only reported increased resilience, social interaction, positivity and overall well-being but also reduced depression, anxiety, aggression and suicidal tendencies," says Christian Matta, a trainer with IAHV who has been leading the project in Zaatari.

Syrian war survivors find healing and resilience through Art of Living

Trainings imparted to over 3000 people in refugee camps and highly vulnerable regions in Jordan, Lebanon and Syria

 

19TH JULY, 2017, JORDAN: The Art of Living and the International Association for Human Values (IAHV), a sister organization founded by Gurudev Sri Sri Ravi Shankar, have embarked on a project to help Syrian refugees and war survivors in Jordan, Lebanon and Syria cope with the trauma of the prolonged conflict in the region.

Through a series of workshops the sister organisations have reached out to over 3000 war-affected children, frontline workers, caregivers and families in highly vulnerable areas of Jordan and Lebanon since December 2016. The Art of Living programs have also been imparted to hundreds of internally displaced Syrians in Damascus, Tartous and Suweyda.

"I learned exercises that relaxed my body and emptied my heart of all problems and burdens. It made us get rid of the tension and anger. I wish that all people will come to this happy place," recounts Malik, a 12-year-old at Bab Al Tabbaneh, Tripoli.

Refugee children and war survivors face anxiety, depression, sleeping problems, PTS, anger and aggression, domestic violence, substance abuse, risk of recruitment by armed groups, and increasing suicidal tendencies.

The project aims to heal the trauma of war, provide non violent empowerment and prevent extremism in the war affected regions by teaching The Art of Living's globally-acclaimed breathing-based techniques along with holistic psycho -social engagements for over 16,000 people.

 

"I have gone through a series of difficult circumstances. Through this workshop, I was able to release the emotional and physical stresses. Now I feel like I have given myself what I need, and am now ready to give those around me," says a Syrian mother who has gone through a 'Trauma Relief and Resilience Workshop' in Zaatari, the world's largest refugee camp in the region.

"Participants have not only reported increased resilience, social interaction, positivity and overall well-being but also reduced depression, anxiety, aggression and suicidal tendencies," says Christian Matta, a trainer with IAHV who has been leading the project in Zaatari.

"The refugee crisis, the violence, the extremism and recruitment of youth for violence are all alarming issues that countries such as Jordan and Lebanon are facing today. It's very essential to work with children and youth who are the most vulnerable. What keeps me going is seeing the actual and factual transformation in the hearts and minds of children and youth in such a short time," explains Matta.  Matta is part of the IAHV team that is currently implementing the healing and resilience programs in Al Mafraq, Al Zaatari Camp, Irbid, Al Zarqa, Al Azraq Camp, Karak and Ramtha in Jordan and Beddawi, El Mina and Tripoli in Lebanon.

"We're working in an environment that is in dire need of psychosocial activities. I have never seen such an effective stress relief as in this workshop. This will heavily reflect on the type of work that I do, and will allow me to truly benefit the Syrian refugees that I work with," shares Sanaa, a social worker in Beirut.

 

Since 2003 The Art of Living has been active in this region with holistic interventions in Iraq, Lebanon, Israel, Jordan, Syria and other countries. Gurudev Sri Sri Ravi Shankar has made several visits to Jordan, Iraq and Lebanon as part of his peace missions and to guide humanitarian work in the region.

With over 400,000 dead, 5 million refugees and 14 million living in abject poverty within the country, the civil war in Syria is the most serious human rights crisis in the world today. Holistic healing, non-violent empowerment and preventing extremism are of critically important issues that  need immediate attention.  The stress relief, trauma healing and resilience workshops are helping thousands of war affected people find positivity and healing in such traumatic times.

Respected Chief Justice of India,

On February 14^th 2017, the supreme court of India gave judgement in Disproportionate asset case and upheld the trial court's  judgement .  On Feb 15^th, A2-Sasikala surrendered in Parappana  Agrahara jail in Bengaluru.  This verdict will always be remembered in the history of India as a landmark judgment by establishing the veracity of the judicial institution and also by putting the corrupt high profile politician-criminals behind bar. It also upheld the common people's belief and respect on judicial system.

Unfortunately, the latest developments happening in Parappana Agrahara jail is tarnishing the image of judical system.  "Rule of Law" is being challenged by money power.  As a custodian of "Rule of Law" in the country, your immediate intervention is needed in the issue. Hence, writing this representation in public interest

Our presentation is about 2 issues happened in the Parappana  Agrahara jail .

ISSUE 1:  LUXURY FACILITIES IN JAIL CELL

On 13^th of July,2017 all newspapers carried the news that the DIG (Prison) D. Roopa of Karnataka had submitted a report to the Director General and the Inspector General of Police (DG-IGP) SatyaNarayanaRao, in which she accused her senior colleagues for accepting a bribe of Rs.2 crore from the AIADMK interim General Secretary V K Sasikala in order to render her preferential treatment at the prison facility.

On 17^th July,2017, some photos got published in media which claimed it as Sasikala's jail cell pictures.  I'm reproducing an extract from a media report. It explains  the luxury facilities given to Sasikala in jail.

"….Bengaluru, 17-07-2017: In what could substantiate the allegations of DIG D. Roopa Moudgil, photos of jailed AIADMK leader V.K. Sasikala given special privileges in Parappana Agrahara Central Jail were released to the media on Monday.

It is alleged that five rooms have been allotted to her flouting rules. In another startling bit of information, it is alleged that a woman cook, who was working at Poes Garden, has been illegally kept with Sasikala to cook food for her.

A set of photos showing the five rooms were released to the media and it is alleged that the rooms are used by Sasikala and Ilavarasi. Two rooms are allegedly used as bedrooms, one for cooking, one for meeting visitors and the other for stocking their belongings.

The pictures also reveal that the passage in front of these rooms is barricaded to prevent other inmates from entering the area and thereby disturbing these high-profile prisoners' privacy. It is also seen in the photos that the grills on the parapet of the passage are covered using cloth, so that no others could see what's happening there from outside.

Meanwhile, highly placed sources said that a woman cook, who was earlier working at Poes Garden when former Tamil Nadu chief minister J. Jayalalithaa was alive, has been illegally made to stay with Sasikala in one of the five rooms."

ISSUE  2:  EXTRA PREVILLAGES IN JAIL VISITS to SASIKALA

It was alleged that the AIADMK Chief V K Sasikala (Prisoner No. 9234) had 82 visitors in a span of 107 days ranging from the 16^th of February,2017 to 13^th of June,2017 at the above mentioned prison facility. This information was exposed by an activist and it was widely published in all medias. As per this article, the under-trials and the convicts are eligible to meet visitors as per the Karnataka Prison Manual and Karnataka Prison Rules. According to these rules, the under-trials are allowed one meeting with their relatives, friends and lawyers a week while the convicts are allowed to have visitors once in 15 days. The above said data regarding visitors to Sasikala and her aides evidently shows the gross violation of existing laws. If these rules were in force, she could have met only 8 visitors. But she met 82 visitors. That is 10 times more than what she is entitled for. From this, we can predict that, Sasikala and her aides have continuously and systematically over stepped the rules with their money and political power. If the data referred in the article is true, then this is a serious issue which supreme court should make note of it and take proper action against it.

Shift Sasikala out of Karnataka Jail:

Hence, we strongly urge the Hon'ble Supreme Court of India to take note of the recent developments at the prison and immediately transfer Sasikala to a more strict prison where it would be impossible for her to defy the rules(Out of Karnataka and Tamilnadu prisons).  The same applies to Abdul Karim Thelhi who is also enjoying luxury facility in the same jail.

It is to be noted here, that the DA case was transferred to Karnataka from Tamil Nadu in order to ensure a fair trial which would not have been possible in her home state where deceased was the Chief Minister in 2003. However, the case stretched over 13 years in Karnataka during which it is to be presumed that Sasikala used her money power to develop a strong network with the Karnataka Govt. officials particularly with  police,prison officials. Hence, she is able to get luxury facilities in jail. The logic behind shifting the case from Tamilnadu to Karnataka is also applies for shifting her jail from Karnataka to other state(Except Tamilnadu)

Parole Restrictions for Sasikala:

We also request the Hon'ble Supreme Court of India to direct the respective prison authorities to strictly restrict any parole requests from Sasikala in the future as the above said are gross violation of laws by a convict in jail.  Entertaining such requests not only defeats the very purpose of jailing the convicts but also shakes up the belief that a common man has on the Indian Judiciary System and Democracy. These kinds of happenings easily sends a misguided message to people that money and muscle overpowers the truth .

Punish the corrruptive officials :

By transferring Sasikala and Thelhi won 't solve the issue. The root cause needs to be addressed. That is, the corrupt officials who allowed these violation should be punished to the maximum extent.  The supreme court of India should ensure this to clean the system.

Protect Honest officials :

Supreme court of India should ensure that corrupt officials are punished . At the sametime it should also ensure honest officials who function as  « Whistle Blowers »  should be encouraged, rewarded and protected.  
                      I hope, you will take appropriate action and will ensure that « RULE OF LAW » is superior than money,muscle and political power.

பல சமூக அமைப்புகள் பங்கெடுக்கின்றன

வருகின்ற ஆகஸ்ட் 15 அன்று தமிழகத்தில் உள்ள அனைத்துக் கிராம பஞ்சாயத்துக்களிலும் கிராம சபை கூட்டம் நடக்கவுள்ளது. ஒன்றல்ல இரண்டல்ல... சுமார் 12,524 கிராம சபைக்கூட்டங்கள். கோடிக்கணக்கான மக்களை உறுப்பினர்களாகக் கொண்ட இந்தக் கிராம சபை கூட்டங்கள் எப்படி நடக்கப்போகின்றன? வெறும் சம்பிரதாயமாக நடக்கப்போகின்றனவா? அல்லது மாற்றங்களை ஏற்படுத்தும் களங்களாக அமையப் போகின்றனவா? அது நம் கையில் தான் இருக்கிறது.

 

நோக்கம்

 

ஒவ்வொரு கிராமமும் தனக்கான முன்னேற்றங்களைக் கிராமசபைகள் மூலம் அடைய முடியும் என்பதை மக்களுக்குத் தெரியப்படுத்தவே இந்தச் சுற்றுப்பயணம். நீர் நிலைகள் சீரமைப்பு மற்றும் பாதுகாப்பு, அரசு திட்டங்களை தணிக்கை செய்வது, தங்கள் ஊருக்குச் செலவிடப்பட்ட வரவு - செலவுகளை ஆய்வு செய்தல் என தங்கள் கிராமத்தின் நிர்வாகத்தை மக்கள் தங்கள் கையில் எடுத்துக்கொள்ள வாய்ப்பளிப்பது கிராமசபை என்ற உண்மையை மக்களிடம் எடுத்துச் செல்வதற்காகவே இந்தச் சுற்றுப்பயணம்.

 

உள்ளாட்சி தேர்தல்

   

கடந்த 2016 ஆம் ஆண்டு அக்டோபர் மாதம் 25 தேதியிலிருந்து காலியாக இருக்கிறது லட்சத்திற்கும் மேற்பட்ட உள்ளாட்சி பதவியிடங்கள். மக்கள் பிரதிநிதிகள் இல்லாததாலும்  பல ஊராட்சிகளுக்கு ஒரு சிறப்பு அலுவலர் என்ற நிலை இருப்பதாலும் அடிப்படை வசதிகள் பெறுவதில் கூடப் பல சிக்கல்களை நித்தமும் அனுபவித்து வருகின்றனர் மக்கள். "அடிப்படை வசதிகள் வேண்டி ஒன்றிய அலுவலகம் முற்றுகை" என்ற செய்தியை தற்போது நாம் அடிக்கடி கேள்விப்படுகிறோம். இந்தச் சூழ்நிலையில்தான் கிராம உள்ளாட்சி அமைப்புகளின் அடிப்படையாக இருக்கும் கிராமசபைகளில் மக்கள் அதிக அளவில் பங்கெடுத்துக்கொண்டு, தங்கள் கோரிக்கைகளுக்கு உரிய வலுசேர்க்க வேண்டும்.

 

முக்கிய தீர்மானங்கள்

பருவமழைக்கு முன்பாக நீர்நிலைகளைத் தூர்வாரவும், தங்கள் பகுதியில் இருக்கும் டாஸ்மாக் மதுக்கடையை மூட  நிர்பந்திக்கவும், புதிய மதுக்கடைகள் திறக்கக் கூடாது என வலியுறுத்தவும், அரசு நலத்திட்டங்களைத் தணிக்கை செய்யவும், மிக முக்கியமாக தங்கள் பகுதியின் இயற்கை வளங்களைப் பாதுகாக்கவும் கிராமசபைகளில் தீர்மானம் நிறைவேற்றவேண்டிய அவசியம் ஏற்பட்டுள்ளது.                                           

 

தீர்மானம் நிறைவேற்றியதோடு இருந்துவிடாமல், அதனைச் சம்மந்தப்பட்ட அரசுத் துறைகளுக்கும், தங்களைப்போன்ற ஊடகங்களுக்கும் கொண்டுசேர்க்கவேண்டிய பணியும் மக்களுக்கு இருப்பதைத் தெறிப்படுத்துவோம். 

 

மேலும், கிராம சபை கூட்டங்கள் நடைபெறும் போது மக்கள் கவனிக்க வேண்டியவை பற்றியும் இச்சுற்றுப்பயணத்தில் விளக்குகிறோம். உதாரணமாக, கடந்த மே 1 அன்று கோவை மாவட்டம், மதுக்கரை ஒன்றியம் மலுமிச்சாம்பட்டி கிராம சபையில் டாஸ்மாக் கடைக்கு எதிராகத் தீர்மானம் நிறைவேற்ற மக்கள் கோரிக்கை வைத்தும் அதிகாரிகள் மறுத்துவிட்டனர்.  

அதிகாரிகளின் இந்த நடவடிக்கை, கிராமசபைக்கு அதிகாரம் வழங்கியுள்ள நம் இந்திய அரசியல் அமைப்புச் சட்டத்திற்கே புறம்பானதாகும். கிராமத்தைப் பாதிக்கும் எந்த ஒரு விசயத்திற்காகவும் மக்கள் கிராமசபையில் தீர்மானம் நிறைவேற்றலாம். கிராமசபை கூட்டத்தில், அதிகாரிகளிலோ பஞ்சாயத்து தலைவரோ மக்கள் முன்வைக்கும் கோரிக்கையை நிராகரிக்க முடியாது என்பதை நம் மக்களுக்குத் தெரியப்படுத்தவேண்டிய பொறுப்பு நம் அனைவருக்கும் உள்ளது.

   

மேலும், பல கிராமங்களில் கிராமசபை கூட்டங்கள் நடைபெறுவதே மக்களுக்குத் தெரிவதில்லை. முறையான அறிவிப்பு இல்லாததால்தான் இந்த நிலை. கிராமசபை கூட்டங்களுக்கு உரிய அறிவிப்பு கொடுப்பதோடு, அவை முறையாக நடைபெறுவதை உறுதிசெய்ய வேண்டுமென மாவட்ட ஆட்சியர்களுக்கும், வட்டார வளர்ச்சி அலுவலர்களுக்கும்  கோரிக்கை வைக்கவுள்ளோம். இக்கோரிக்கையின் மாதிரியைப் பல கிராமங்களில் நாம் சந்திக்கும் சமூக அமைப்புகளுக்கும் இளைஞர்களுக்கும் வழங்கி, தங்கள் மாவட்ட ஆட்சியருக்கும், வட்டார வளர்ச்சி அலுவலருக்கும் தங்கள் கிராம மக்கள் சார்பாக இக்கோரிக்கையை  வைக்கும்படி கேட்டுக்கொள்வோம்.
