Ananta - music album with 30 Indian Maestros up for Grammys Nomination

"Ananta" Volume 1 - Maestros of India has been accepted as an official submission by The Art of Living foundation's Sri Sri Ravi Shankar Publications Trust; for the upcoming 60th Grammy awards as a World Music Album & one of the tracks, Guru Stotra, composed by Pt. Vikku Vinayakram and performed by his 3 generations, Selvaganesh Vinayakram and Swaminathan Selvaganesh featuring Siddhant Bhatia on Indian Classical Vocals has been entered for Arrangement - Instrumental and Vocals. The album is being distributed by Sony DADC India.

"Ananta", (sansrkit for Infinity), is the world's largest compilation of original Indian music. It features 30 legendary maestros and over 300 minutes of Indian music. The music from the album 'Ananta' meaning 'infinite' seeks to take the listener through a journey into the inner world. For the first time in the history of Indian music, nearly the entire country has come together on such a large production to support the cause of education through the accredited Gift a Smile / Care For Children programs of The Art of Living Foundation.

The compositions themselves, explains Siddhant Bhatia, are born out of a space of love, devotion and silence, a rare combination in today's world. Ananta brings together the essential, heavenly combination of music and spirituality and presents the best of both worlds. In the words of Gurudev Sri Sri Ravi Shankar, "Ananta means Endless & Infinity. India has given the world two things – Shunya, meaning Zero and Ananta, meaning Infinity. Music has the power to bring diverse cultures from around the world into one. It is a part of every culture and transcends barriers of religion, ethnicity and tradition to celebrate the spirit of oneness"

The music album features Grammy award winning musicians such as Pandit Vikku Vinayakam on the ghatam (percussion), Pt. Vishwa Mohan Bhatt; senior Violinist and Grammy winning composer Kala Ramnath and many Grammy-nominated musicians such as U Rajesh on the Mandolin, Pandit Tejendra Narayan Majumdar on Sarod. Legendary exponents such as Pandit Jasraj, Aruna Sairam, Ustad Shahid Pervez Khan, Ustad Rashid Khan; Oscar winning Bombay Jayshree of the Life of Pi fame and young maestros like Purbayan Chatterjee on the sitar, Kaushiki Chakraborty on Vocals, Rajhesh Vaidhya on the Veena and Rakesh Chaurasia on the flute; Bollywood magicians like Hariharan, KS Chithra and Javed Ali; all musicians present a taste that is hard to forget. The album offers music for every taste. From Rumi's couplets to devotional songs in praise of the mother divine, and intense meditative chants blending with heavy percussion. The music is set to take the listener to a state of bliss and that of inexpressible joy.

Any artist who works in the field of music knows how challenging it is to bring 30 exponents onto one platform, especially within a short span of time. Ananta was recorded in just 33 days. Producer Siddhant Bhatia, creator and presenter of Ananta, traveled across the country and employed traditional forms of live performance recording without electronic music production support. The intention was to capture the magical moments in short studio sessions. Almost all music tracks were composed and created spontaneously. Ananta, while being experimental, maintains the sanctity of Indian music in its true, classical spirit. 

Listeners are treated to unique vocal and instrumental music combinations, some of which have never been recorded earlier! There is no other album in the world that brings together such an array of musical exponents anywhere else in the world. Grammy winning Pt. Vikku Vinayakram and Bombay Jayshree, Legendary Pt. Anindo Chatterjee with his son Anubrata Chatterjee and the backing vocals of upcoming singer Shruti Dhasmana; Live Drums of Siva Mani and the voice of Siddhant Bhatia. 

Proceeds from the sales of the album are channelized towards  the internationally acclaimed 'Gift a Smile / Care for Children' program by the Art of Living where more than 50,000 underprivileged students are provided free education in 425 schools around India. Inspired by the vision of the Art of Living's founder, Gurudev Sri Sri Ravi Shankar, Ananta, is also a channel that seeks to bring the world together through the power and magic of music and of universal love. It is a way to preserve the grand tradition of Indian classical music.

தமிழக அரசு ஊழியர்களுக்கு சம்பள உயர்வு தர கூடாது

 

7வது ஊதிய குழு பரிந்துரைகள் பற்றி அமைச்சரவை கூடி முடிவு எடுக்க போவதாக தகவல்கள் வந்த வண்ணம் இருக்கின்றன. அரசு ஊழியர்களின் சம்பள உயர்வு கோரிக்கையை ஏற்க கூடாது என்று சட்ட பஞ்சாயத்து இயக்கம் தமிழக முதலமைச்சர் மற்றும் துணை முதலமைச்சருக்கு அவசர கடிதம் எழுதி உள்ளோம். நேரில் சந்தித்து விளக்கம் தர தயாராக உள்ளோம் என்பதயும் தெரிவித்து உள்ளோம். கடிதத்தின் விவரம் கீழே கொடுக்கப்பட்டுள்ளது.

 

Satta Panchayat Iyakkam has written an emergency letter to Chief Minister and Deputy Chief Minister of Tamilnadu. SPI has urged them to reject the 7^th pay commission recommendations and has strongly argued against any pay hike for government employees. Please find the details of the letter below

 

அரசு ஊழியர்கள் (JACTTO-GEO) 3 அம்ச கோரிக்கைகளை வலியுறுத்தி கடந்த 3 மாத காலமாக பல்வேறு போராட்டங்களை நடத்தி அரசிற்கு நெருக்கடி அளித்து வருகின்றனர். 7வது ஊதிய குழுவின் பரிந்துரைப்படி சம்பளத்தை உயர்த்தவேண்டும் மற்றும் புது ஓய்வூதிய திட்டத்தை நிறுத்திவிட்டு பழைய ஓய்வூதிய திட்டத்தை அமல்படுத்தவேண்டும் என்பது அவர்களுடைய முக்கியமான கோரிக்கைகள். அது சம்மந்தமாக தமிழக அமைச்சரவை நாளை கூடி முடிவெடுக்க போவதாக செய்திகள் வந்த வண்ணம் இருக்கின்றன. சட்ட பஞ்சாயத்து இயக்கம் தன்னுடைய கருத்துக்களையும் ஆலோசனைகளையும் இந்த கடிதம் மூலம் தெரிவிக்க விரும்புகிறது. (இது சம்மந்தமாக ஏற்கனவே 18 செப்டம்பர் அன்று ஒரு கடிதம் எழுதி இருந்தோம்.)

 

கட்டாயம் இல்லை: 

 

மத்திய அரசின் நிதி நிலைமையை கருத்தில் கொண்டு பரிந்துரைக்கப்பட்டுள்ள 7வது ஊதிய குழுவின் பரிந்துரைகளை ஏற்க வேண்டிய கட்டாயம் தமிழக அரசிற்கு இல்லை. 1988இல் மத்திய அரசு ஊழியர்களுக்கு இணையாக ஊதியம் தர வாய்மொழி உத்திரவாதம் மட்டும் தான் தமிழக அரசு தந்துள்ளது என்பதை குறிப்பிட விரும்புகிறோம்.

 

வரி வருவாய் சரிவு:

 

தமிழக அரசின் சொந்த நிதி வருவாய் - 99590  கோடி 

ஊழியர்களின் சம்பளம்  - 47000 கோடி 

ஓய்வூதியம் - 21000 கோடி 

 

அதாவது தமிழக அரசின் சொந்த வரி வருவாயில் 67% ஊழியர்களின் சம்பளம் மற்றும் ஓய்வூதியத்திற்கு போய் விடுவதால் வளர்ச்சி திட்டங்களுக்கு நிதி பற்றாக்குறை நிலவி வருகிறது. இது தவிர மாநில அரசின் கடன் 4 லட்சம் கோடியாக இருக்கிறது. கடந்த நான்கு வருடங்களாக தமிழக அரசின் சொந்த நிதி வருவாயும் (மொத்த வருவாயில் 61%) குறைந்து கொண்டே வருகிறது என்பதையும் சுட்டிக் காட்ட விரும்புகிறோம்

 

GST தாக்கம்:

 

தமிழக அரசின் ஜூலை மாத வரி வருவாய் - 5000 கோடி 

GST மூலம் கிடைத்த வருவாய்  - 2750 கோடி 

Non GST வரி வருவாய் - 2250 கோடி (மது மற்றும் பெட்ரோல்-டீசல் மூலம் கிடைத்த வருவாய்)

 

மறைந்த முதல்வர் ஜெயலலிதா அளித்த வாக்குறுதி படி தமிழக அரசு படிப்படியாக மதுக்கடைகளை மூட வேண்டிய கட்டாயத்தில் உள்ளது. மத்திய அரசு பெட்ரோல்-டீசலை GSTக்குள் கொண்டுவர மும்முரமாக இருக்கிறது. இதனால் Non GST வரி வருவாய் எதிர்காலத்தில் பாதியாக  குறையும் பட்சத்தில் கடும் நிதி பற்றாக்குறை ஏற்படும்.

 

GSTயினால் கடும் நெருக்கடியில் இருக்கும் பஞ்சாப் அரசு, அரசு ஊழியர்களுக்கு சம்பளம் தர முடியாமல் திணறி வருகிறது. ஜனவரி மாதம் முதல் தமிழக அரசிற்கும் இதே நிலை ஏற்பட வாய்ப்பு இருப்பதாக பொருளாதார வல்லுநர்கள் கருத்து தெரிவிக்கின்றனர்.

 

 

FRBMA சட்டத்திற்கு எதிராக அமையும்:

 

7வது ஊதிய குழுவின் பரிந்துரைகளை ஏற்றால் தமிழக அரசிற்கு 20000 கோடி வரை கூடுதலாக சுமை ஏற்படும். இதனால் தமிழக அரசின்  Fiscal deficit-GSDP Ratio மீண்டும் 3% மேற் (3.34%) செல்லும்.  (Fiscal deficit-GSDP Ratio should not be above 3% as per the Fiscal responsibility and budget management act). 7வது ஊதிய குழுவை ஏற்றால் FRBMA சட்டத்திற்கு எதிராக அமையும் என்பதை கோடிட்டு காட்ட இயக்கம் விரும்புகிறது.

 

 

வேலைநிறுத்தம் சட்டப்படி குற்றம்:

 

Tamilnadu Government employees act 1973 (Clause 22) மற்றும்  ESMA சட்டப்படியும் அரசு ஊழியர்கள் வேலைநிறுத்தத்தில் ஈடுபடுவது சட்டப்படி குற்றம். TK ரங்கராஜன் vs தமிழக அரசு (2003) சுப்ரீம் கோர்ட் வழக்கிலும் அரசு ஊழியர்கள் வேலைநிறுத்தத்தில் ஈடுபட எந்தவித தார்மீக உரிமையும் இல்லை என்று உச்சநீதிமன்றம் உத்தரவிட்டுருக்கிறது. சட்டத்தை மதிக்காமல்  மீண்டும் வேலைநிறுத்தத்தில் ஈடுபட்டால் சட்டப்படி அவர்களை வேலையில் இருந்து நீக்க முடியும் என்றாலும் அவர்களின் வாழ்வாதாரத்தை கருத்தில் கொண்டு இரண்டு பணி உயர்வையும் சம்பள உயர்வையும் (Promotion and Increment) ரத்து செய்யலாம்.

 

 

நீதிமன்றம் தலையிட முடியாது:

 

சம்பள உயர்வு என்பது அரசின் நிதி நிலைமையை கருத்தில் கொண்டு எடுக்கப்படும் கொள்கை முடிவு என்பதால் நீதிமன்றம் இதில் தலையிட முடியாது. நீதிமன்றம் தலையிட முற்பட்டால், அரசு ஊழியர்களின் சம்பள உயர்வு பற்றி முடிவு எடுப்பது அரசினுடைய அதிகார எல்லைக்குள் உட்பட்டது, நீதிமன்றங்கள் எந்த உத்தரவையும் பிறப்பிக்க முடியாது என்று நீதிமன்றத்தில் தெரிவித்துவிடலாம். 

 

 

செயற்திறனுக்கேற்ப சம்பளம்:

 

மத்திய அரசின் ஊதிய குழுவின் பரிந்துரைகளையும்  நிராகரித்துவிட்டு செயற்திறனுக்கேற்ப சம்பளம் (performance based appraisal system and people satisfaction index) என்ற கொள்கையை தமிழக அரசு அமல்படுத்தி இந்தியாவுக்கே முன்னுதாரணமாக திகழவேண்டும். சிறப்பாக செயற்படும் ஊழியர்களுக்கு மத்திய அரசின் ஊழியர்களை விட 10% அதிகமாக ஊதியம் தரலாம்.

 

 

தற்பொழுதே, போக்குவரத்து ஊழியர்களுக்கு தமிழக அரசு சரியாக சம்பளம் தரமுடியாமல் இருப்பதாக செய்திகள் வருகின்றது. ஆதலால் தற்போதுள்ள சூழ்நிலையில், அரசு ஊழியர்களுக்கு சம்பள உயர்வு சாத்தியமில்லை. 2% (தமிழக மக்கள் தொகையில்) அரசு ஊழியர்களுக்கு (12 லட்சம்), 7வது ஊதிய குழுவின் பரிந்துரைப்படி சம்பள உயர்வு கொடுத்தால் அனைத்து தமிழக மக்களும் (8 கோடி மக்கள்) பாதிக்கப்படுவார்கள். இது அரசு ஊழியர்களுக்கு எதிரான செயல் இல்லை, மக்களுக்கு ஆதரவான செயல் என்பதை அரசு ஊழியர்களுக்கு புரிய வைத்து, அவர்கள் ஒப்புதலோடு இதை செயல்படுத்த வேண்டும். 

 

அரசு சரியான முடிவு எடுத்தால் சட்ட பஞ்சாயத்து இயக்கம் அரசிற்கு துணையாக நின்று, மக்கள் இடையே விழிப்புணர்வை ஏற்படுத்த அனைத்து முயற்சிகளையும் எடுக்கும்.
