Subject: Regarding Postponement of Tamil Nadu state assembly election vote counting day to 25/05/2016 for all 234 constituencies
Election Commission of India has announced that 15thstate assembly election for Tamil Nadu will be conducted on 16/05/2016 and the votes will be counted for all 234 constituencies in same day on 19/05/2016. Yesterday(14/05/2016) the Election Commission of India has deferred the polling for Aravakurichi constituency of Karur District separately to 23/05/2016 and its counting to 25/05/2016. This announcement came after seizure of cash in crores yesterday and complaints against parties like DMK and ADMK for trying to bribe voters. This declaration will create further fuss in the constituency.
Counting on same day is the usual procedure followed by the Election Commission for any multiphase election. This practice provides opportunity to hold an honest and fair election. But in contrast to this conventional process, if the election for Aravakurichi commence on 23/05/2016, the results announced on 19/05/2016 for other constituencies will have a huge impact on the voters. If a hung situation appears, the parties will try to bribe with even more cash to the Aravakurichi voters. The Election Commission would become a reason for this. The field officers at Aravakurichi constituency will also be forced to work in favor of the party which won majority of seats. This will not allow to conduct an honest election as expected by the commission. So we request
- The vote counting should be pursued for all 234 constituencies in the same day on 25/05/2016 after the Aravakurichi election, to have an honest and fair election
- The candidates of the party to which the seized cash belongs to, should be disqualified and their names should be removed from the candidate list before the election takes place. Also the election commission should suspend the recognition of the parties related to this issue. This will give the people hope on fair elections and the parties will not try to bribe again with cash to voters
We request the Election Commission to take an immediate action on the above demands. Otherwise we have no option but to take legal measure on this.

**தமிழகத்தின் 15 வது சட்டமன்றத் தேர்தல் 16/05/2016 அன்று நடைபெறும் என்றும், 19/05/2016 அன்று 234 தொகுதிக்கும் ஒரே நாளில் வாக்கு எண்ணப்படும் என்று இந்திய தேர்தல் ஆணையம் அறிவித்தது. இந்நிலையில் நேற்று 14/05/2016 இந்திய தேர்தல் ஆணைய அறிவிப்புப்படி கரூர் மாவட்ட அரவக்குறிச்சி தொகுதியில் அரசியல் கட்சிகள் வாக்காளர்களுக்கு கொடுக்க இருந்த பணம் பல கோடிகள் கைப்பற்றப் பட்டதால் அரவக்குறிச்சி தொகுதிக்கு மட்டும் தேர்தலை 23/05/2016 தள்ளி வைக்கப் பட்டுள்ளதாகவும் 25/05/2016 அன்று வாக்குகள் எண்ணப்படும் என அறிவிக்கப்பட்டுள்ளது. இந்த அறிவிப்பு அரவக்குறிச்சி தொகுதியில் மேலும் பல தாக்கத்தை ஏற்படுத்தும்.
**ஒரு மாநிலத்தில் தேர்தல் பல கட்டங்களாக நடந்தாலும் வாக்கு எண்ணிக்கை ஒரே நாளில் நடத்தப்படுதல் இது வரை தேர்தல் ஆணையம் பின்பற்றி வந்த விதிமுறையாகும். இதனால் சம வாய்ப்பு , சம தள தேர்தலை நடத்த முடியும் என்ற உயரந்த நோக்கத்தால் இந்த விதிமுறை கடைபிடிக்கப்படுகிறது. விதிமுறைகள் இப்படி இருக்க அரவக்குறிச்சி தொகுதிக்கு மட்டும் 23/05/2016 தேதி தேர்தல் நடந்து 25/05/2016 வாக்குகள் எண்ணப்பட்டால், தமிழகம் முழுவதும் 19/05/2016 வாக்குகள் எண்ணப்பட்டு யார் வெற்றி பெற்றுள்ளார்களோ அவர்களின் தாக்கம் அரவக்குறிச்சி தொகுதி வாக்காளர்களிடம் அதிகம் இருக்கும். மேலும் தேர்தலில் இழுபறி நிலை ஏற்பட்டால் அரவக்குறிச்சி தேர்தலில் மேலும் பணம் பட்டுவாடா கோடிக் கணக்கில் நடக்கும். இதற்கு தேர்தல் ஆணையமே வழி வகுத்ததாகிவிடும். அங்கு பணி செய்யும் அதிகாரிகளும் வெற்றி பெற்று ஆட்சி அமைக்க போகும் கட்சிக்கு சாதகமாக செயல்பட வேண்டிய கட்டாயம் ஏற்படும். இதனால் அங்கு தேர்தல் ஆணையம் உண்மையாக எதிர்பார்த்த நியாயமான தேர்தல் நடக்காது.
எனவே
1.அரவக்குறிச்சி தொகுதியில் தேர்தல் முடிந்து 234 தொகுதிக்கும் 25/05/2016 அன்று ஒரே நாளில் வாக்குகள் எண்ணப்பட வேண்டும். இவ்வாறு செய்தால் மட்டுமே தேர்தலில் சம நிலையை ஏற்படுத்த முடியும்
2.அரவக்குறிச்சி தொகுதியில் எந்த கட்சியினரிடம் பணம் கைப்பற்றப்பட்டதோ அந்த கட்சி வேட்பாளர்களை தகுதி நீக்கம் செய்து வேட்பாளர் பட்டியலிலிருந்து அவர்களது பெயரை நீக்கி தேர்தலை நடத்த வேண்டும். மேலும் சம்பந்ததப்பட்ட கட்சிகளின் அங்கீகாரத்தை ரத்து செய்ய வேண்டும். இவ்வாறு செய்வதன் மூலமே தேர்தல் களத்தில் மக்களுக்கு நம்பிக்கை வரும். அரசியல் கட்சிகளும் வாக்காளர்களுக்கு பணம் கொடுக்க முன் வரமாட்டார்கள்.
**மேற்கண்ட கோரிக்கைகளை தேர்தல் ஆணையம் உடனே நடைமுறைப்படுத்த வேண்டும். இல்லையேல் சட்டரீதியான நடவடிக்கை எடுப்பதைத் தவிர எங்களுக்கு வேறு வழிகள் தெரியவில்லை என்பதையும் தெரிவித்துக் கொள்கிறோம்.
