"பெண்களுக்கான மாதிரி சட்டமன்றம்" - சட்ட பஞ்சாயத்து இயக்கத்தின் புதிய முயற்சி
மகளிர் தினத்தை முன்னிட்டு சட்ட பஞ்சாயத்து இயக்கம் "பெண்களுக்கான மாதிரி சட்டமன்றம்" என்ற நிகழ்ச்சியை ஞாயிறு (5-மார்ச்-2017) அன்று சென்னை ஆஷா நிவாஸ் சமூக சேவை மையத்தில் ஏற்பாடு செய்து நடத்தியது. பெண்களுக்கு மட்டுமான இந்த சிறப்பு நிகழ்வில் சுமார் 50 பெண்கள் ஆர்வத்துடன் கலந்துகொண்டனர். காலை 9 மணிக்கு ஆரம்பித்த நிகழ்ச்சி மாலை 5 மணி வரை நடைபெற்றது.
காலை முதல் பகுதியில் மாதிரி சட்டமன்றத்தில் பெண்கள் இட ஒதுக்கீடு மசோதா குறித்து விவாதிக்கப்பட்டது. சட்ட பஞ்சாயத்து இயக்கத்தின் ஆராய்ச்சி அணி செயலாளர் மகேஷ் அவர்கள் நாடாளுமன்றம் மற்றும் சட்டமன்ற நடைமுறைகள் குறித்து விரிவாக விளக்கி நிகழ்ச்சியை தொடங்கினார். பிறகு கூட்டத்தில் பங்குபெற்றவர்கள் 3 நிலைக்குழுக்களாக பிரிக்கப்பட்டு பெண்களுக்கான இட ஒதுக்கீடு மசோதாவை படித்து தங்களுக்குள் விவாதித்தனர். அதன் பின் சட்டமன்ற கூட்ட பாணியில் முதலமைச்சர், பெண்கள் நல அமைச்சர், எதிர்கட்சி தலைவர் என 3 பங்கேற்பாளர்கள் தேர்ந்தெடுக்கப்பட்டனர். சமூக நல அமைச்சர் சட்டத்தை முன்மொழிய, முதலமைச்சர் வழி மொழிந்தார். அதனை தொடர்ந்து எதிர் கட்சி தலைவர் மற்றும் பிற உறுப்பினர்கள் மசோதாவை எதிர்த்தும், ஆதரித்தும், மசோதாவில் உள்ள குறைகளை சுட்டிக்காட்டியும் பேசினர். இறுதியாக வாக்கெடுப்பு நடைபெற்று பெரும்பாலான உறுப்பினர்களின் ஆதரவில் மசோதா நிறைவேற்றப்பட்டது.
இறுதியாக முதலமைச்சர் பாத்திரத்தை ஏற்ற உறுப்பினர் கூறும் பொழுது, பெண்கள் இட ஒதுக்கீடு மசோதா விரைவில் நிறைவேற வேண்டும் என தனது கருத்தை தெரிவித்தார். சிறப்பு விருந்தினராக பத்திரிகையாளர் ஜெனிஃபர் பங்கேற்று அவரது கருத்துக்களை பகிர்ந்து கொண்டார்.
மதிய உணவு இடைவேளைக்கு பிறகு தகவல் அறியும் உரிமை சட்டத்தை பயன்படுத்துவது குறித்த பயிற்சி அளித்தார் சட்ட பஞ்சாயத்து இயக்க தலைவர் சிவ இளங்கோ. பங்கேற்றவர்கள் ஏதேனும் ஒரு துறை சம்பந்தமாக தங்கள் கேள்விகளை தகவல் அறியும் உரிமை விண்ணப்ப வடிவில் தயார் செய்தனர். பாலியல் வன்கொடுமை, போக்குவரத்து நெரிசல் பிரச்சனை, நியாய விலை கடை இருப்பு உள்ளிட்ட பல்வேறு துறை சம்பந்த கேள்விகளை தயார் செய்தனர். இந்த விண்ணப்பங்கள் சட்ட பஞ்சாயத்து இயக்கம் சார்பில் பொது தகவல் அலுவலர்களுக்கு அனுப்பப்படும்.
இதை தொடர்ந்து பெண்கள் தொடர்பான சட்டங்கள் குறித்து சிறப்பு விருந்தினர் சென்னை உயர் நீதி மன்ற வழக்கறிஞர் திருமதி. அசெந்தா மணி பேசினார். பின்னர் காவல் துறை முன்னாள் கண்காணிப்பாளர் திரு. கருணாநிதி அவர்கள் பெண்கள் பிரச்சனை தொடர்பாக காவல்துறை நடைமுறைகள் குறித்து விளக்கினார். பங்கேற்றவர்கள் தங்களது சந்தேங்கங்களை கேட்டு தீர்த்து கொண்டனர்.
இயக்கத்தின் பொது செயலாளர் செந்தில் ஆறுமுகம் அவர்களின் இறுதி உரைக்கு பின் சிறந்த பேச்சாளர்களுக்கு புத்தகங்களும் சான்றிதழ்களும், பங்கு பெற்று அனைவருக்கும் சான்றிதழ்களும் வழங்கப்பட்டன.

"Women Model Assembly" - Satta Panchayat Iyakkam's new Attempt
On the eve of Women's day, Satta Panchayat Iyakkam Organised a "Model Women Assembly" on Sunday (5th March 2017) at Asha Nivas Social Service Centre, Chennai. About 50 Women participants attended this event which started at 9 AM and lasted till 5 PM.
In the Morning session, Women's Reservation bill was discussed in the Model Women Assembly. Satta Panchyat Iyakkam's Research Wing Secretary Mahesh started the session with detailed explanation about Parliamentary & Legislature Procedures. Followed by that, the participants were divided into 3 Standing committees in which the Bill was read and discussed among them. After this, 3 Women Participants were chosen as Chief Minister, Social Welfare Minister & Leader of Opposition. The Social Welfare Minister introduced the bill in Model Assembly which was endorsed by the Chief Minister. Leader of Opposition and other MPs spoke in favor of bill and against the bill citing the deficiencies in it. Finally, voting took place and the bill was passed with Majority members voting in favor of bill.
The Participant who played the role of Chief Minister finished by saying that the Women's Reservation bill must come soon in real life. Journalist Jennifer came as a Chief Guest and shared her views on the bill.
Post lunch, session on Right to Information and ways to use it was conducted by Satta Panchayat Iyakkam's President Siva Elango. Participants were trained and asked to draft RTI Application. Various participants drafted the applications with questions related to different departments including Women safety, Rape cases, Traffic issues, Ration shops stock availability, etc. SPI will send all these applications to the Public Information Officer of respective departments.
Followed by this, Madras High Court lawyer Asentha Mani spoke about Women related laws in India. Retired Superintendent of Police Karunanithi spoke about Police procedures on Women issues. Participants asked various questions in both sessions and clarified their doubts.
Closing remarks were given by SPI's General Secretary Senthil Arumugam and finally Books along with Certificates were awarded to best debaters. All participants were given participation certificate.
